Global cross project secrets

This feature can sort of be replicated with secret referencing but I think it can be taken a step further.

It would be nice to have either a global section that can span across all projects. OR/AND a section in each project that you can put in secrets for all lanes. There are some services that I use that don’t have multiple lanes so the secrets stays the same between all projects or/and lanes. And rather than having to reference it everywhere it would be nice to have some places where it is inherited everywhere. Much like how you can have the root secrets spread into the branched configs but one or two more levels up.

Unfortunately, this particular feature ended up getting pushed back in priority. It’s still something we plan on adding to Doppler, but we don’t currently have an exact timeframe for it anymore.
