Doppler Cannot currently be installed on OSTree based OSes such as Fedora CoreOS due to Doppler writing persistent files to /usr/local/. This is classified as a protected system domain on OSTree based systems, and cannot be written to otherwise rpm-ostree will refuse to install the package.
